Currently, our leads are coming from Hubstpot into Salesforce. Do we need to setup web-to-lead in Salesforce to track the GCLID?
Said another way, it seems to me that the GCLID should be collected in our Hubspot form and only the the actual ID is sent to Salesforce. If this is true the second step in Google Ads setup (https://support.google.com/google-ads/answer/6299296#.web_to_lead) is not needed in my specific use case since we are not currently using a Salesforce Web-to-Lead form, and I should just make sure that the current form is collecting the data, and that I have a Lead field that collects the ID and this passes it to the Opportunity.

You are correct. So long as the GCLID is being captured by your form tool (in your case HubSpot) and being sent into Salesforce on the lead record, then you have all that you need.
You can sync it over to the Opportunity on conversion, and then use tools like Zapier to send it back to Google Ads as an offline conversion (I assume that is what you are trying to do) when an Opportunity closes (or when it was created, or whatever milestone you want to use).
If you need help capturing the GCLID with each form submission (of Hubspot forms or any other form tool), then tools like
