AppExchange Packages not appearing in Lightning Experience Configuration Converter

I'm trying to run a check for AppExchange Packages as we convert to lightning. HOwever, when I use the configuration converter to scan for AppExchange Packages, it says none on are found ("Looks like your org doesn’t have any AppExchange packages. If you ran your scan in a sandbox org, try running it in your production org just to make sure.").

See screenshots below. We have plenty of packages installed that should be appearing.

just ran this in a dev org and it stated i have no app Exchange packages.. .but I do

Configuration will not work

I am trying to convert and deploy an old Java button. It will not complete the deployment.. I previewed the button changes and it changes to a component and a controller.. can someone help me put this in my sandbox? I am assuming the controller is a new apex class? and then the component just calls the class?
