I'm going to "translate" your question into Salesforce terminology and then answer "that" question. If I'm wrong... could you please respond with a correction, or post a screenshot of exactly what you mean by {"offer position" without a pricebook "article")
Translation:
Offer Position = Quote
Pricebook Article = Pricebook Selection, and then the selection of Products
Free Position Description = Product
Sales Price = Price Book Entry
So... with those terms translated... Your question becomes:
"I'd like to send a Quote without entering a Product on an Opportunity."
If that is your question, then the answer is..... No, BUT
But why do you want to send a "quote" without Exact Pricing?
The Opportunity Record is designed to do EXACTLY what you want to do.. and with a lot more features (Standard Features) that would make YOUR Entire Company work more effectively.
1.) Select Price Book
2.) Add Products
3.) Enter Quantity, Dates, Description, etc. and SAVE to the Opportunity
THEN
1.) Create a Quote
2.) Send to Customer
3.) Get Approval or Make Changes (New Quote)...
REPEAT until you Negotiate the right mix of Product, Price, and Quantity...
Closed WON!

AND
If you're really just sending out a "teaser" or "generic" offer with a price and description of the offer, why not just set up an Email Template (or use QuickText) to send info to a prospect?
You can create custom fields on the Opportunity Record to reflect the "price" and "description" if those values change per Opportunity, and use them to create "merge text" that communicates exactly what you want to send to the prospect.
