Consent Capture Flow Template not working for Non Admin

Hi, 

I have installed the

Consent Capture - Flow Template

By Salesforce Labs 

it is working fine for the salesforce admin but for non admin it is not working the content on the screen is not renderding, i assigned the permission set too and package was installed for all the users.  

Anyone faced the same issue?
