My Individual DMO is in a 'ready' status with two DLOs mapped to it with required fields (like Id)
When I go to create a data graph, the only DMO available is the Static Currency Rates. no other DMOs are available despite having active/ready DMOs.

you are not alone :) , I have the same issue, "Individual" DMO is not available in search.
