Can anyone explain why C is a correct answer here? This is from the official practice exam off of Trailhead. The way I'm reading the question and the footnotes under the answers, only B is a correct option

B and C is correct. Option A doesnt mention active is false. In option b and c, its mentioned to keep active checkbox as false which is required else user record will start consuming licenses.
