How to separate (“tag”) contacts or donors?

So let’s say we have different programs active. And different donors are associated to these programs and some might be involved with several, and we’d like to communicate only with constituents from a specific program. How is that or is it made possible within Salesforce NPSP? How do I tag or associate contacts with specific programs ?
