s3 host is not reachable

I'm using sfdx update command in salesforce CLI to update the CLI but get an error saying "Error: S3 host is not reachable". I did some further diagonistic and figured "https://developer.salesforce.com/media/salesforce-cli" is not accessable, the website will give an error message saying "access denied". Anybody has similar problem? How could I update my CLI?

    I am also facing the same issue, after switched off my organization's proxy. Please find the below screenshot for reference. Any idea?
