We are doing PAT changes in tableau desktop and trying to publish the same in server with embedded credential. Post that in Server ,we are trying to change the owner of that report ,it automatically change to Prompt credential. so when we change to embed

This is the by design behavious (per security reasons): 

Thus, if you are using a datasource different than Snowflake Key pair authentication, after changing the owner you may readd the credentials by signing in with the new owner account. 

If using Snowflake key pair authentication, the new owner needs to publish the datasource (currently adding key pair authentication from Tableau Cloud/Server is not supported, it is only allowed from Tableau Desktop/Prep Builder), thus you need to publish the datasource using the "new owner" account from the beginning.
