Error when importing an xml file

1. Right-click and select Save Link As on this callcenter.xml file and save it to place on your device you'll remember.
2. From within Call Centers, click Import.

I'm doing this portion of the trailhead and struggling to import the xml. When I download the file it saves as html. There is no option on chrome to save it as xml. I tried to convert the file to xml online but I get this error:

I have tried to remove the tags, but it continues to make me remove all the other tags which doesn't make sense. Not sure what should I do next.
