I tried and waited several times. The new playground is shown, but launch leads to 404 error.
When refreshing the "Hands-on org", the created (not launchable) playground disappears.
Browser has been cleaned up (cache, cookies..)

Apologies for the inconvenience!
Our team is aware of the issue and we're working currently on it.
Could you please follow the below workaround and then try creating a new Trailhead playground.
Workaround : Login to Trailhead >> click on the profile avatar >> click profile >> scroll down to the "About me" section and change the Country field to India or USA >> click save and then try creating a playground.
