We're plannig to hire someone and his job will be to create leads, We're running low on full license, can we use other license for this uuse only or should we use full license to create leads ?

You may also consider using other means. For example if the person is just doing lead data entry and the lead assignments are already set up to go to users or a queue, then create a special web to lead form. The form can contain any fields needed on the lead including user to be assigned.
Another option is to use experience licenses, such as a partner portal license. You can grant access to certain objects. However there are license minimum quantities. So the savings may not be the best, unless you can use the quantity required.
Lastly you can create an online google sheet connected to zappier to enter the leads in quantity, with no additional licenses at all.
