I had a Manager as if we could transfer the topics from a Lead to the Opportunity and/or Account when a Lead is converted. I do not have much experience working with topics and was hoping someone had experience with this. Thanks!

Your best option is to copy them to the new object via a Flow. You are going to need to create a new Topic Assignment (junction object between Topic and Record) and link the new records (Contact/Account/Opp)
