I have looked at everything I can think of the fix this and the issue remains. Does anyone know how to fix this error?

Hi Leah,
It could be related to the new guest user security settings that were released with Winter '21. I would confirm the following:
1. Make sure the guest user pofile has read access to the Knowledge Article
2. Make sure the Visible in public knowledge base field is check on the Knowledge Article
3. Are you by chance using Data Categories in your org? If so, I would make sure that the Guest User profile has access to these data categories.
