Enable Customer Portal users based on a report

We are moving our community over to the Salesforce Customer Portal. Is there a way of batch enabling a list of users fro portal acess at once?

The documentation says that the API only allows High Volume CP users to be enabled, but I hope it's not true :)

Any ideas?
