What controls who can approve a record in approval process

I have an approval process that submits a request to a user that is documented on the record.  The manager of that person also is able to approve the request (which is what I would expect)  However, other users that have the same profile can also approve this record.  This is what I don't understand.  If a user name Joe Smith is on the record as the underwriter and thats part of my approval process.  Why can another person with the same profile approve that document?

    Hi Fred,

     

    I think this could be a profile issue. Is it possible that the user who has the same role as the approver has the "System Admin" profile or something comparable to that? Please check if the profile of that user has "Modify All Data" checkbox checked (this is in Profile Overview>System Permissions.) That would give the user permission to approval any record.
