Can you change the width a Long Text Field so that it displays on the screen in this manner.

You can change the way a field is displayed on a Page Layout. To change the properties of any element on the page layout, double-click the element or click the wrench icon ( _img alt="Wrench icon" src="https://help.salesforce.com/img/ple/wrench.gif" /_ ) next to it. You cannot change the properties of elements in the palette.
For each "Section" of the page layout, y ou have the choice between a 1-column or 2-column setting. Be sure the Long Text field is contained in a 1-column layout so that it spans the page.
