Hello, I am new to this group and to Health Cloud. Is there a way I can use data loader to insert Candidate Patients to HC?

Jay is correct!
I'll add if you are already using Candidate Patients - and it's working for you - there may not be an urgent need to switch to Leads at this time. If that is the case, then yes, you can use Data Loader to load Candidate Patients (same approach as loading any other Salesforce object using Data Loader).
