I have tried Tableau Desktop version 2025.1 and 2026.2 and both get the error. I believe Tableau batches the jobs and i see the successful batches come through to the Tableau server but it never gets a failed job- meaning the HTTP conflict never made it to the Tableau server. is there some known issue with Tableau desktop or slow network issues with Tableau or is this a personal network issue?

409 Conflict means the server got the request and refused it because it clashed with something that already exists or is already running. So it did reach Tableau Server. A Desktop publish doesn't normally show up as a background job anyway, so not seeing a failed one there doesn't tell you much.
The fastest way to find out which conflict: right after it fails, open Documents\My Tableau Repository\Logs and look in the newest log.txt for 409. The server sends back an error code and a short reason with it (name already exists, already exists in destination, that kind of thing), and that usually points straight at the cause.
Since it only happens sometimes, my first guess would be something else touching the same workbook at the same moment, like an extract refresh or another publish of it. Compare the failure time with Background Tasks for Extracts on the server. The other thing I'd look at is a proxy or load balancer between you and the server retrying a slow upload, so the retry runs into the first attempt. That tends to show up with big workbooks on a slower connection, and it would fit with both Desktop versions doing it. If you paste the 409 part of the log here (blank out the server name), it should be easy to narrow down.
