What is best way to get the measures sorted how I want them sorted in the Legend?

select one of the measures in the legend, then drag & drop in the placement you desire. It's likely as simple as that. See if that works?
Example: I want ms moved up to top:
Drag and drop to top:
And it's been moved.
Obviously these are dimensions, but should work for measures as well.
