I'm trying to collect user input through CLT, but the agent executes the action with an empty JSON payload instead of prompting the user for the required value. This happens even though the parameter is configured with user_input=true.

We have verified that the CLT configuration is correct. However, the Employee Agent behaves inconsistently, occasionally bypassing user input collection and invoking the action with an empty payload.
