Can you try these steps- Go to Setup, enter App Menu in the Quick Find box, and select App Menu. Click "Visible in App Launcher" for the desired app

To Reproduce

Install the app today only for admins in a sandbox
Find Org check in App launcher -> view all and find, it's not found
Find Org Check permission set as part of managed package installed
Assign this permission set to yourself
Find Org check in App launcher -> view all and find, it's not found

Can you try these steps-
