This is a new development in our org - like in the last week.  When we are creating new fields, we are now getting this screen to set Field Level Secuirty to the new field by permission set vs the old screen that had it by profile.  Ya'll know the screen I'm talking about.  

 

Now it appears that the users have to be in at least one of the permission sets to see this field?  This is a field I put on Cases - which all of our users have access to via their profile (yes, I know that is going away) 

 

Here's what's happening 

 

Create the field, get this screen, and  check the boxes for Read and Edit Access

I go to my lightning page layout for this record type, and put the field where I want it on the page.  No visibility filters

When I go to view the page, it's not there.  So I check field accessibility, and this is what I see

I have the admin profile and access to read and modify all data.  I couldn't see this field until I put myself in the Cases for Platform users permission set.   

 

Has anyone else encountered this?  If so, how in the heck do we get it back to the way it was, or a work around this new fun-ness so I am not having to add all my users to permission sets that they shouldn't need to be in for a standard object?  

 

Additionally - I can't pull that newly created field into a report either.
