Action bar is profile driven, and moving away from the profile. But due to this link we cannot move away from department specific profiles.

Will this move to the action bar, or will it only live in the highlights panel? I know dynamic actions can be displayed in the highlights bar, and I’m specifically looking for the action bar that is page layout driven.
