Org Wide default settings---
I have already checked on all the profiles and Org wide default settings for contact and account. It is already set to private.
At least One record type requirement met.
I need help with step to enable profile filtering requirement and view all profile permissions.

Ok so you can validate that you have one record type for account, one record type for contacts to satisfy the first bullet. Second, you have selected under object settings that all profiles that have Read on the Account object also have Read on the Contact object. Third, we can see above that you have decided to make the objects private rather than controlled by parent. Finally, your fourth bullet you need to go to Setup>Quick Find box> enter User>User Management Settings. Enable Profile Filtering.
