Formulas can't look at child fields. It sounds like you need a rollup summary field that finds the MAX value of a child object. If you only have a lookup relation with the tax payments, you'd need some other mechanism to do it: possibly DLRS, but it would depend on your data model and how we know how much taxes people paid.
