Can anyone explain above critical update and there is any impact on this critical update?

CRUC description:
Deployments specify which actions agents can launch from the component and whether recommendations from a Next Best Action strategy appear. In Summer ’19, selecting a deployment in component properties is optional. If you don’t select a deployment, channel defaults are undefined, and users see all available actions when they click Add.
the imact:
After you activate this update or it’s enforced, if you don’t select a deployment, no actions are listed when the user clicks Add.
In addition, the component displays an empty list unless other RecordActions exist for the record.
