I would like users to enter company and region information when setting up a new account - I need to apply in to various record types. Can you please help with a validation rule for this?

If you only want to fire the rule at the time of record creation, then like this:

ISNEW(),
CASE(RecordType.Name,
"RT1",1,
"RT2",1,

OR(
ISBLANK(Company__c),
ISBLANK(Region)
