I know this is an old question, but I was digging around for other answers than the one I had figured out, which, similar to yours, is to schedule an action in process builder for "0 hours" after LastModifiedDate on the record. It works, but there's always a few minutes delay, which has users constantly asking me if the workflow is actually running because they checked the related record for updates immediately.
SFDC Support told me when I contacted them about this last year that the WhatId gets assigned to Outlook Events/Tasks after the record save, which means that it isn't captured in the initial create action, and a new edit action isn't created for the WhatId assignment that you could trigger your workflows off of. That's how I landed on scheduling the action, because I just needed to wait until the whatId was availbale before the workflow could trigger, which is essentially as soon as the record has been saved.
