Picklist field required using validation rules

I would like to know how to make a picklist field required using a validation rule and exclude admins from it. I tried the following, but it doesn't seem to work. Could someone please help me with it?

 

AND(

 

       ISBLANK(TEXT(Reason)),

 

       ISBLANK(TEXT(Type)),

 

       $User.ProfileId != "ID"

    PS.  If you want to make BOTH fields required use an OR like this

    AND(
    $ProfileName <> "System Administrator",
    OR(
    ISBLANK(TEXT(Reason)), 
    ISBLANK(TEXT(Type))
    )
    )
