Trying to using process builder to copy a picklist value across objects but only if the original value is still an active value.

Hi all,

I'm using SF as a legal case managment system. We have funding codes using a global value set. Funding codes exist on cases and on time entries. I would like to use process builder to copy the funding code value from the case to any timed items that are created. Easy to do, but I keep getting errors when attorneys try to add time to cases where the funding code is currently an inactive value. Is there a way to limit the process builder so that the process only fires if the case has a funding code that is active? Or is there way to create a formula field that identifies if the value in a picklist field is an active value?
