Validation Rule - All Remote Sites

I'd like to have a validation rule that prohibits the  Remote Site boxes to be unchecked? Is this possible?

Accendently Unchecked of making it inactive? just for confirmation.If this is so then you cannot make it through code too..

Remove the permission for the unwanted users so that they cannot access the RS.

No Erin,  You cannot add validations on Remote sites.
