I want to know how to create a validation rule on a text field to prevent users not to enter the certain special characters, Example: "_" so when ever the user create the new record or modifiying the existing record, the validation message should fire "Do not use the special character "_" in this field, can anyone let me know what was the validation rule?

Try below
CONTAINS(FILED__c, "_" )
Note:- Use the Correct Field API name and use insert field option to select the field.
