If above is not feasible and I need to create a sperate library (e.g. Library2) and upload the same files that those partners can access those files. When file is uploaded to Library1, how to automatically update the same file in Library2?

Libraries are specific sets of documents that can be delivered together. If you want to send different sets of documents to different partners (or customers), you will need to use different libraries. There is no way to 'auto-add' a document to Library2 if it is added to Library1. Probably the easiest to maintain is to have a 'core library', and then use-specific libraries that can be sent as 'add ons'
