I'm trying to create a report that will show me Accounts who haven't had an opportunity since December of a past year. If there a way to do this?

Create a custom field on the Account and select Roll-Up Summary as the datatype, then select either CreatedDate or CloseDate as the field you want to aggregate and MAX as the value you want to return. That will give you the date of the most recent Created or Closed opportunity. Then use the MAX Opportunity Date field in your report filter criteria.
