Our President do not want our users to transfer Accounts. We are using the Professional edition. My setup is as follows:
- User profiles are set to "CRE"
- OWAD is set to "Private" for Accounts
- Sharing Settings - We allow sharing amongst the roles and subordinates within the same sales group.
So based on my above settings, will this prevent users from having the ability to transfer accounts/

You can create a Validation Rule like this
