Validation rule on Picklist Fields

I am workign on a validation rule for PIcklist fields and I am gettign a syntax error that is not making sense to me.

 

Formula

 

AND(

ISPICKVAL( RMA_Reason__c , 'Hardware Defect'),

ISBLANK( Reported_Failure__c ))

 

 

Both fields are picklists.

 

Error Field Reported_Failure__c is a picklist field. Picklist fields are only supported in certain functions

 

 

ISBLANK is a valid function for a PICKLIST field.

 

 

I am trying to ensure of someone chooses Hardware Defect as the RMA reason, they choose the Reported Failure.

 

 

Can someone help meundertsand why this is not working?
