I want to add a new portal user but when I go to add the needed profile is not i

I'm trying to add a new portal user for one of our partners. The dropdown for roles and profiles do not show the appropriate roles or profiles. What am I missing?

    Portal users are created via the Contact detail screen. You have to create the contact record first, then click Work with Portal and then Enable Portal User.
