I have a multi-language HTML template being used as an auto response for Email to Case.  Although, everything looks fine in the preview, the Chinese and Japanese characters translate to question marks when the email is sent to the end user.

 

In an attempt to fix, I have used Notepad to encode in UTF-8, but no success.

 

Any ideas
