ok .. then can you check that they are subscribed to content itself too... there is a subscribtion button for library and then if you click on a specific content you see that you can subscirbe.
The second thing is that a user must not check "Receive Salesforce CRM Content Alerts as Daily Digest"
if they wish to receive email as soon as content is updated.
if they check DailyDigest option then they will recieve emails once a day no matter even if "Receive Salesforce CRM Content Email Alerts" also checked.
