Odd Salesforce Syntax Error

The error I'm getting says "Extra '012' " and it's highlighting the bolded area below...I've never seen this before but I've used this same string of IF statement on another formula that has no errors so I'm a bit puzzled. Any ideas?

    You are missing a double quote after "&CongaEmailTemplateID in the second line just before =.
