Calling all Pardot connected campaign experts!

We're having a recurring issue with our campaign responses and web tracking. We're noticing that a batch of prospects is getting incorrectly associated with a campaign with the status "connected" after viewing the piece of content on a web page.

For example, one record clicked on an eBook landing page with a form (but did not fill out the form) and is now in that campaign w/ the "connected" status. Prospects only get added to this campaign when they fill out the form so we have no idea how these members are getting added.

Another interesting part of this issue is that the above prospect DID fill out our request a demo page right after viewing the eBook landing page and was correctly associated with the request a demo campaign.

This is happening with multiple records and we can't seem to figure out why the prospect is getting associated with eBook campaign when they aren't actually having campaign success.

Has anyone else had an issue like this? Any help is appreciated!

@Olivia Dassler - this is happening because you have "Campaign Member Sync" enabled, which will look at a Prospect's "Source Campaign" in Pardot and create a campaign member in the corresponding SFDC Campaign with a status of Connected. Keep in mind that every Prospect must have exactly one Source Campaign, which is populated based on the Prospect's entry point into Pardot. So, in this case, your Form views are being recorded as anonymous web activity, and if that visitor then converts at a later point, Pardot will merge the visitor record with the newly created Prospect record and the Source Campaign will be set based on that person's very first touch with anything that contained Pardot Tracking Code.
