If someone comes to our site as a visitor and they opt-out of Pardot tracking cookies, then they later convert to a prospect by completing a form.

I understand that we can now email them, but we cannot track their activities on our site because they have opted out of cookies?

Is there a way to get them to opt-in to tracking cookies after that initial decision?

Sadly there is no way to get them to opt back in unless they clear their cookies and accept the banner on the second time.

Here is normal functionality: Visitors receive a message that asks them to opt in on their first visit. The message doesn’t appear again unless they clear their cookies. If a prospects opt out of tracking, Pardot treats them as if their cookies are disabled. Email link clicks and form submissions still appear in their activity history, but their page views and form views don’t.
