This might be more of an API issue, but I encountered it with the CLI so reporting here. I created a first-generation managed package version (via the CLI), and immediately attempted to install it in another packaging org that lives in a different Salesforce instance (also via the CLI, and with --publishwait). This was the output:

I re-ran the same command a few minutes later and it worked as expected. Any ideas?
