Are your users asking for training? It doesn't have to be formal training...consider setting up clinics where a Salesforce expert sets up in a conference room and users can 'drop in' and get help with Salesforce. They may need help with reports, list views, or maybe just have a simple question to ask. Although formal classroom training is very effective, informal training can help target usage problems and boost productivity and adoption.
