If the goal is to get Outlook Express emails into Outlook without extra software, the manual method does still work in one situation: Outlook Express should be available. Start Outlook, then go to File > Open & Export > Import/Export. Choose Import Internet Mail and Addresses, then select Outlook Express and follow the wizard. Microsoft continues to provide documentation on this process for systems that have Outlook Express data available.
The rub is that this method isn’t practical on most Windows 10 or Windows 11 computers because Outlook Express is no longer included. If the original PC is gone or only DBX files are available the manual route will usually stop there.
I faced this while recovering an old family mailbox. Rather than rebuilding an old Windows XP setup, I used GainTools DBX to PST Converter to create a PST file directly, and Outlook opened it without much effort. It was simply the easier option in that situation, not the first one I tried.
One tip: copy the entire Outlook Express store folder before starting. Keeping all DBX files together gives a much better chance of importing every mailbox and folder correctly.
