We are currently using tableau extension, "Export All".
It seems that users that have the browser default language set to English will have no issues.
But users not using this configurations, from Brazil or Spain for example, the Tableau default language must be set to "English (us)" do the file generated by the tool would be empty.

I had a similar issue in a project, and unfortunately did not find any solution. Tableau support confirmed that there is not an API to set the default language.
The only thing we could do was to "force" the Locale from Tableau Desktop before publishing it to the server/cloud (menu File > Workbook Locale). The Locale attribute controls only some aspects (for example number and date format), not every aspect. Other aspects are controlled by Language attribute, but you can set it only on Tableau Cloud.
