I am in a process of creating workbook that has details like project id,project name,project created data, last accessed date and project leader of the each project.
I am using site content and permissions published data sources provided by Tableau,
Between those two data sources i am using item luid as the key for blend relationships but I am getting wrong data.

Blending is basically a lookup operation, performed from the primary data source to the secondary - so the data is always at the level of granularity of the primary DS.
In your case, it is probably best to use the Permissions DS as the primary, and blend using LUID to the Site Content DS. this will enable you to "lookup" the details of every object that has permissions, because there is only one record for each LUID in Site Content.
