As I found out on the Tableau homepage, the Explorer license can Edit existing workbooks and visualizations

A user with an Explorer license cannot overwrite another user's workbook.

On Tableau cloud why for a workbook created by user_1 and made public, user_2 with Explorer license can edit that workbook but instead of [public], it is [Public As] to create a new workbook?

I don't want to create a new workbook. Is there a way for user_2 with Explorer license to overwrite user_1's own workbook?
