I have a published dashboard that uses a parameter value, such as a sales target.
When users want to update the target value, I need to republish the dashboard.
Can I create a parameter that a user can change and have it reflected to all users? Without using other paid tools.

If you want to change the default parameter value for all users, you can edit the workbook online OR re-publish.
Editing online is a simple option, that's what I would recommend.
There's no need to use another paid tool.
